Self Employment Benefits Program (SEB)

Since 1988, the Community Futures Revelstoke (CFR) has been delivering the Self Employment Benefits Program to Revelstoke. The SEB is funded by Service Canada. It is designed to create new jobs in communities by assisting those with viable business ideas to research, plan and start their businesses. Approximately 20 businesses are started in Revelstoke each year with the assistance of the SEB Program.

SEB clients receive one-on-one business training, research and business planning assistance as well as financial assistance. The financial assistance comes in the form of Employment Benefit Support Measures funded through the Employment Insurance program and administered by CFR, but with a very distinct difference. Participants are not required to claim revenue from their business against their financial support. This relieves a great deal of pressure from the first year of running a new business, as participants are not dependant on drawing money out of their new business in order to pay for things like housing, food or personal bills. The idea behind the SEB program is that participants have one year to grow their business into a self supporting income generator. In time, these new businesses hire new staff as they expand, creating an even greater employment benefit to the community. Participation in the SEB Program is FREE to eligible individuals. Further, clients can make application to the CFR for start-up financing. To date, over $1,000,000 has been loaned to SEB Program participants.

Eligibility for the SEB Program is tied to the Employment Insurance system. In order to qualify, clients must be either currently collecting Employment Insurance, have exhausted an Employment insurance claim in the past three years and still be unemployed, or have been on a maternity/parental Employment Insurance claim in the past five years and not re-entered the workforce.

Community Futures Shuswap

Employment Wage Subsidy Program

The Employment Wage Subsidy (EWS) program offers funding to connect employers with skilled, motivated workers as well as support job seekers that are entering the workplace, by offering employers funding to share the cost of on the job work experience.

Subsidy funding can range from 25% - 60% of the total wage (some conditions apply) for a period of up to six months. Employers are required to provide business information before funding can be put in place. Once the agreement has started, employers send in a monthly claim form with a small activity report, pay stubs, and time sheets. The Employment Wage Subsidy Coordinator assists each employer with the first claim and is always available to assist on an ongoing basis.

Program Eligibility Requirements
  • The job seeker must be unemployed and receiving Employment Insurance OR has received EI in the past 3 years (5 years for maternity/paternity leave)
  • All contract paperwork must be signed BEFORE the employment start date
  • Employment must be considered full-time (minimum 30 hours per week)
  • The employer is responsible for all aspects of hiring the participant, including reference checks and criminal checks, if required.

Are lack of skills and certification preventing you from getting a job? The Shuswap Training Access Centre may be able to help you gain the skills and certification you require in order to get the job you need.

The Shuswap Training Access Centre provides funding for training for unemployed eligible persons who are having difficulty finding work due to a lack of skills and certification. To be eligible for funding through the Shuswap Training Access Centre you must be unemployed and can answer yes to one of the following questions:

  1. Are you currently receiving Employment Insurance benefits?
  2. Have you received Employment Insurance Benefits ending within the previous 36 months?
  3. Have you received Employment Insurance Benefits, which started in the previous 60 months and on which they were paid maternity or parental benefits?

If you are able to answer "yes" to any one of the questions, please Contact RESC to book an appointment with an Employment Facilitator who will help you to determine what steps you need to take to reach your goal of full-time, long-term employment.

Training Fee Support Program

The Training Fee Support Program is a bursary-style program that promotes access to education or training for Columbia Basin residents through a one time only $800 grant. The grant may be used to pay all or part of tuition or course fees for short-term training essential to employment. Funds are paid directly to the education or training institution on behalf of the student.

Who Can Apply:
Basin residents who are unemployed or under-employed may apply. Applicants will have an initial consultation with their local employment agency counsellor. Contact Us for further details and eligibility criteria.

Skills Link Programs

Under the Youth Employment Strategy program, the Skills Link program helps youth facing barriers to employment - such as single parents, Aboriginal youth, young persons with disabilities, recent immigrants, youth living in rural and remote areas and high school dropouts - obtain the knowledge and develop the broad range of skills and work experience they need to participate in the job market.

Skills Link offers a range of programs and services that can be tailored to meet individual needs and provide more intensive assistance over longer periods of time.

Skills Link provides a client-centred approach based on an assessment of the specific needs of individual youth. The program supports youth in developing basic and advanced employment skills. Participants benefit from a coordinated approach, providing longer term supports and services that can help them find and keep a job.

Eligible Participants

To participate in Skills Link projects, youth must be:

  • Between the ages of 15 and 30 (inclusive) at time of intake/selection
  • In need of assistance to overcome employment barriers
  • Canadian citizens, permanent residents, or persons on whom refugee protection has been conferred; out of school
  • Legally entitled to work according to relevant provincial/territorial legislation and regulations
  • Not in receipt of Employment Insurance (EI) benefits

Who Can Be A Recipient

  • Businesses
  • Crown corporations
  • Organizations (including not-for-profit, professional, employer and labour associations) public health and educational institutions band/tribal councils and municipal governments

Opportunities Fund for Persons with Disabilities

The Opportunities Fund is a program designed to help people with disabilities prepare for and obtain employment or self-employment. It also assists people to develop the skills they need to keep a new job.

The Opportunities Fund supports a variety of activities, in partnership with organizations including with the private sector, to help people with disabilities overcome the barriers they may face as they enter the job market.

These activities may include:

  • helping individuals start their own business;
  • helping individuals to increase their job skills;
  • helping individuals to integrate into the workplace through services that meet their special needs; and
  • encouraging employers to provide individuals with work opportunities and experience.
